On June 12, 2018, at the invitation of Baoding Municipal Government, Dr. Cindy Cui, Chairman of Silicon Valley Global and President of New Silicon Valley Offshore Incubator; Jian Xu, the Chairman of Olymbuiler Investment Co., Inc; Mr. Newell Arnerich, Mayor of Danville, California; and five other members of the delegation of Silicon Valley visited Baoding for cooperation and exchange.

Baoding Municipal Party Standing Committee member, Executive Deputy Mayor Li Junling and other local leaders of Hebei Provincial Development and Reform Commission, Baoding City Development and Reform Commission, Baoding Science and Technology Association, Baoding Foreign Affairs Office, Baoding City Shi-Bao-Lang Corridor Innovation & Reform Leading Group Office, Baoding City Lianchi District Government, Dingxing County Party Committee, Baoding State Control Group, Baoding Overseas Talents Offshore Innovation and Entrepreneurship Center, and Hebei University International Exchange and Re-education School attended the reception and the meeting.

At 9 o'clock in the morning, the “Conference of Baoding Municipal Government and Silicon Valley Global Project” was held. First, Deputy Mayor Li Junling expressed his warm welcome to the arrival of the international delegation of Silicon Valley. Dr. Cindy Cui introduced Silicon Valley Global and New Silicon Valley Offshore Incubator. Later, witnessed by many participating leaders and distinguished guests, Vice Mayor Li Junling and Dr. Cindy Cui jointly unveiled the “US Silicon Valley Offshore Incubator Baoding Representative Office”. Mayor Li pointed out that the inauguration and establishment of the “Baoding Representative Office of the US New Silicon Valley Offshore Incubator” was the beginning of a comprehensive cooperation between the two parties. The Baoding representative office of New Silicon Valley Offshore Incubator is located in Lianchi District. Centered around Baoding, the two sides will work together to create demonstration projects in Hebei province and across the country and play the role of the offshore innovation and entrepreneurship base in Baoding. Vice Mayor Li pointed out that through the multi-party cooperation between New Silicon Valley Offshore Incubator and Baoding, Baoding’s high-tech industry would forge one base (one of the overseas talents offshore innovation and entrepreneurship bases), one district (Lianchi District), one park (Shenbao Industrial Park).

After the inauguration ceremony, Vice Mayor Li Junling, Dr. Cindy Cui, Mayor Newell Arnerich, and the leaders and guests jointly witnessed the signing ceremony of strategic cooperation partnership between the Baoding City Development and Reform Commission on behalf of the municipal government and Silicon Valley Global, USA. In addition, Strategic Cooperation Signing Ceremony between Silicon Valley Global and Baoding City Lianchi District People's Government, Dingxing County People's Government were also held.  Dingxing County People's Government and Danville City of California signed the sister city memorandum. Shenbao Science Park, Baoding Overseas Talents Offshore Innovation and Entrepreneurship Center and Silicon Valley Global also signed a strategic cooperation agreement.

Silicon Valley Global, New Silicon Valley Offshore Incubation Center and Baoding City will jointly carry out publicity, talent introduction, project identification, investment attraction work and promote the establishment of friendly and sister cities in Baoding City and related cities in the United States to carry out international education, cultural exchange, innovative entrepreneurial competitions, and innovative project road shows and other cooperation. Silicon Valley Global will focus on low-carbon clean technology, artificial intelligence and other fields for the introduction of scientific and technological innovation projects to Baoding, as well as incubation centers. To support the construction of Baoding’s “Thousand Talent Plan Village” and “overseas talents incubator base”, and organize business visits of representatives of high-tech companies in the United States to Baoding. The Baoding City Development and Reform Commission will also organize Chinese entrepreneurs to visit the United States in Silicon Valley and provide services in the areas of technology collaboration, talent introduction, and project investment and financing.

The parties to the cooperation will use their resources to carry out in-depth cooperation, conduct overseas investment, introduce talents from overseas, promote science and technology development, and jointly build an international industrial park which covers artificial intelligence, high-end manufacturing, smart energy, advanced environmental protection, information technology, and culture and education.
